I just tried to install XCode – about a million times…well maybe it was five. So if the installer claims to succeed, but the application doesn’t show up and it’s missing critical pieces in various directories – try reinstalling! Again…and again…again. In spite of all evidence or common sense, it may just work on the fifth try.
