Inkscape is a free and awesome tool for creating simple buttons and icons.
Kompozer is a fast, simple and free web page editor.

It’s a bit tricky to get a PNG file when you’re done in Inkscape. You need to use File->Export, rather than File->Save. (That’s the trick!)
Now you can open your folder full of new Inkscape images, and drag them into place in your Kompozer webpage editor.
